Huge Sahara hostage siege turns Mali war global


ALGIERS/BAMAKO (Reuters) - Islamist gunmen holding dozens of Western hostages and scores of Algerians at a gas plant deep in the Sahara desert let some them speak to the media on Thursday to warn that they would be blown up if the site is stormed.


Governments around the globe were holding emergency meetings to respond to one of the biggest international hostage crises in decades, which sharply raises the stakes over a week-old French campaign against al Qaeda-linked fighters in neighboring Mali.


A group calling itself the "Battalion of Blood" says it seized 41 foreigners, including Americans, Japanese and Europeans, after storming a natural gas pumping station and employee barracks in Algeria before dawn on Wednesday.


The attackers have demanded an end to the French military campaign in Mali, where hundreds of French paratroops and marines are launching a ground offensive against rebels in a campaign that began a week ago with air strikes.


Algerian troops have the site surrounded, deep in the Sahara desert. An unidentified hostage who spoke to France 24 television said prisoners were being forced to wear explosive belts. Their captors were heavily armed and had threatened to blow up the base if the Algerian army tried to storm it.


"They attacked the two sites at the same time. They went inside, and once it was daylight they gathered everyone together," the man, who sounded calm, said in the only part of the phone call the French broadcaster aired.


Another hostage, identified as British, spoke to Al Jazeera television and called on the Algerian army to withdraw from the area to avoid casualties.


"We are receiving care and good treatment from the kidnappers. The (Algerian) army did not withdraw and they are firing at the camp," the man said.


"There are around 150 Algerian hostages. We say to everybody that negotiations is a sign of strength and will spare many any loss of life," he said, adding that there were about 150 Algerian hostages in custody.


Another hostage, identified as Irish, told the Qatar-based channel: "The situation is deteriorating. We have contacted the embassies and we call the Algerian army to withdraw ... We are worried because of the continuation of the firing. Among the hostages are French, American, Japanese, British, Norwegian and Irish."


In what it said was a phone interview with one of the hostage takers, the Mauritanian news agency ANI said Algerian security forces had tried to approach the facility at dawn.


"We will kill all the hostages if the Algerian army try to storm the area," it quoted the hostage taker as saying. Algeria has not commented on reports its troops tried to approach.


Algerian Interior Minister Daho Ould Kablia said the raid was led by Mokhtar Belmokhtar, a veteran Islamist guerrilla fighter who fought Soviet forces in Afghanistan in the 1980s and had recently set up his own group in the Sahara after falling out with other local al Qaeda leaders.


A holy warrior-cum-smuggler dubbed "The Uncatchable" by French intelligence and "Mister Marlboro" by some locals for his illicit cigarette-running business, Belmokhtar's links to those who seized towns across northern Mali last year are unclear.


NUMBERS UNCONFIRMED


The precise number and nationalities of foreign hostages could not be confirmed, with countries perhaps reluctant to release information that could be useful to the captors.


British Foreign Secretary William Hague confirmed one Briton had been killed and "a number" of other British citizens were being held. Algerian media said an Algerian was killed in the assault. Another local report said a Frenchman had died.


The militants said seven Americans were among their hostages - a figure U.S. officials said they could not confirm. Norwegian oil company Statoil said nine of its Norwegian staff and three Algerian employees were captive. Japanese media said five workers from Japanese engineering firm JGC Corp. were held. France has not confirmed whether any French citizens were held.


"This is a dangerous and rapidly developing situation," Britain's Hague told reporters in Sydney. "The safety of those involved and their co-workers is our absolute priority, and we will work around the clock to resolve this crisis."


U.S. Defense Secretary Leon Panetta said: "I want to assure the American people that the United States will take all necessary and proper steps that are required to deal with this situation."


Japan's Prime Minister Shinzo Abe, in Vietnam on the first leg of a Southeast Asian tour, told reporters that "Japan will never tolerate such an act", according to the Jiji news agency. His government held an emergency meeting and said it was working with other countries to free Japanese citizens.


One thing is clear: as a headline-grabbing counterpunch to this week's French buildup in Mali, it presents French President Francois Hollande with stark choices.


France's ambassador to Mali, Christian Rouyer, said the attack in Algeria demonstrated that the French were right on the need to intervene in Mali.


"We have the flagrant proof that this problem goes beyond just the north of Mali," Rouyer told France Inter radio. "Northern Mali is at heart of the problem, of course, but the dimension is really national and international, which gives even more justification to the French intervention."


Hollande has received backing from Western and African allies who fear that al Qaeda, flush with men and arms from the defeated forces of Libya's Muammar Gaddafi, is building a desert haven in Mali, a poor country that was helpless to combat fighters who seized its northern cities last year.


The Algerian government has ruled out negotiating with the hostage takers and the United States and other Western governments condemned the attack on a facility that produces 10 percent of Algeria's gas, much of which is pumped to Europe.


The militants, communicating through established contacts with media in neighboring Mauritania, said they had dozens of men armed with mortars and anti-aircraft missiles at the base and had rigged it with explosives.


They said they had repelled a raid by Algerian forces after dark on Wednesday. There was no government comment on that. Algerian officials said earlier about 20 gunmen were involved.


GOVERNMENTS HELD RESPONSIBLE


"We hold the Algerian government and the French government and the countries of the hostages fully responsible if our demands are not met, and it is up to them to stop the brutal aggression against our people in Mali," read one statement carried by Mauritanian media.


They condemned Algeria's secularist government for letting French warplanes fly over its territory to Mali. They also accused Algeria of shutting its border to Malian refugees.


Regis Arnoux, head of CIS, a French catering firm operating at the site, told BFM television he had been in touch with a manager of some 150 Algerian workers there. Local staff were being prevented from leaving but were otherwise free to move around inside and keep on working.


"The Westerners are kept in a separate wing of the base," Arnoux said. "They are tied up and are being filmed. Electricity is cut off, and mobile phones have no charge.


"Direct action seems very difficult ... Algerian officials have told the French authorities as well as BP that they have the situation under control and do not need their assistance."


Norway's Statoil operates the gas field in a joint venture with Britain's BP and the Algerian state company Sonatrach.


"Our total focus is on fixing this situation and returning our colleagues home," Statoil CEO Helge Lund told a news conference in Stavanger, western Norway. "Family, friends and colleagues are waiting for news from them."


Lund will travel later Thursday to Bergen, western Norway, to a crisis centre set up in a hotel by the company where some relatives of the hostages are gathering.


Japan's JGC Corp. said in a statement it was cooperating with the government but would not comment the number of its employees kidnapped.


In Mali, France said on Wednesday its forces were about to launch a ground assault on the rebels they began targeting from the air last week. Residents said a column of some 30 French Sagaie armoured vehicles set off toward rebel positions from the town of Niono, 300 km (190 miles) from the capital, Bamako.


Many inhabitants of northern Mali have welcomed the French attacks, although some also fear being caught in the cross-fire. The Mali rebels who seized Timbuktu and other oasis towns in northern Mali last year had imposed Islamic law, including public amputations and beheadings, that angered many locals.


"There is a great hope," one man said from Timbuktu, where he said Islamist fighters were trying to blend into civilian neighborhoods. "We hope that the city will be freed soon."


The rebels include fighters from al Qaeda's mainly Algerian-based North African wing AQIM as well as home-grown Malian groups Ansar Dine and MUJWA. Islamists have warned Hollande that he has "opened the gates of hell" for all French citizens.


The United Nations has authorized an African force to fight the rebels, and about 2,000 troops from Nigeria, Chad, Niger and other states are expected soon.

Stock index futures point to lower open on Wall Street, Boeing in focus

LONDON (Reuters) - U.S. stock index futures pointed to a lower open on Wall Street on Wednesday, with futures for the S&P 500 down 0.3 percent, Dow Jones futures off 0.2 percent and the Nasdaq 100 contract 0.1 percent lower at 0922 GMT.


Banks <.sx7p> will be in focus, with results due from several big names, including BNY Mellon, Goldman Sachs and JPMorgan Chase & Co.


Of the S&P 500 <.spx> companies that have reported to date, 25 percent have missed fourth-quarter earnings forecasts and 29 percent have undershot on revenues, according to Thomson Reuters StarMine data.


Shares in General Motors fell after the bell on Tuesday after the automaker said it expects operating profit to rise "modestly" this year - a comment that is expected to prompt analysts to downgrade their forecasts.


Boeing will be in focus on concerns about the safety of its Dreamliner. Japan's two leading airlines grounded their fleets of 787s on Wednesday after one of the passenger jets made an emergency landing.


India will decide on whether to ground national carrier Air India's Dreamliner jets after the U.S. company submits a report on the aircraft's safety.


Global growth concerns remain in the spotlight after the World Bank slashed its economic forecasts for developed nations this year.


A plunge in European car sales in December added to the gloom.


U.S. December inflation figures are due at 1330 GMT, followed by industrial output at 1415 GMT.


The Dow Jones industrial average <.dji> added 27.57 points, or 0.20 percent, to 13,534.89 on Tuesday, while the S&P 500 <.spx> gained 1.66 points, or 0.11 percent, to 1,472.34 after stronger-than-expected retail data.


Tech heavyweight Apple dragged on the Nasdaq for a third day <.ixic>, with the index falling 0.2 percent.

His interview with Oprah Winfrey hasn't aired yet, but already some people want to hear more — under oath — before Armstrong is allowed to compete in elite triathlons, a sport he returned to after retiring from cycling in 2011. In addition to stripping him of all seven of his Tour de France titles last year, anti-doping officials banned Armstrong for life from sanctioned events.


"He's got to follow a certain course," David Howman, director general of World Anti-Doping Agency, told the AP. "That is not talking to a talk show host."


Armstrong already has had conversations with U.S. Anti-Doping Agency officials, touching off speculation that the team leader who demanded loyalty from others soon may face some very tough choices himself: whether to cooperate and name those who aided, knew about or helped cover up a sophisticated doping ring that Armstrong ran on his tour-winning U.S. Postal Service squads. Former teammate Frankie Andreu, one of several riders Armstrong cast aside on his ride to the top of the sport, said no one could provide a better blueprint for cleaning up the sport.


"Lance knows everything that happened," Andreu told The Associated Press. "He's the one who knows who did what because he was the ringleader. It's up to him how much he wants to expose."


World Anti-Doping Agency officials said nothing short of "a full confession under oath" would even cause them to reconsider the ban. Although Armstrong admitted to Winfrey on Monday that he used performance-enhancing drugs, Howman said that is "hardly the same as giving evidence to a relevant authority." The International Cycling Union also urged Armstrong to tell his story to an independent commission it has set up to examine claims that the sport's governing body hid suspicious samples, accepted financial donations, and helped Armstrong avoid detection in doping tests.


Winfrey wouldn't detail what Armstrong said during their interview at a downtown Austin hotel. In an appearance on "CBS This Morning," she said she was "mesmerized and riveted by some of his answers." What had been planned as a 90-minute broadcast will be shown as a two-part special, Thursday and Friday, on Winfrey's OWN network.


The lifetime ban was imposed after a 1,000-page report by USADA last year outlined a complex, long-running doping program led by Armstrong. The cyclist also lost nearly all of his endorsements and was forced to cut ties with the Livestrong cancer charity he founded in 1997. The damage to Armstrong's reputation was just as severe.


The report portrayed him as well-versed in the use of a wide range of performance-enhancers, including steroids and blood boosters such as EPO, and willing to exploit them to dominate. Nearly a dozen teammates provided testimony about that drug regimen, among them Andreu and his wife, Betsy.


"A lot of it was news and shocking to me," Andreu said. "I am sure it's shocking to the world. There's been signs leading up to this moment for a long time. For my wife and I, we've been attacked and ripped apart by Lance and all of his people, and all his supporters repeatedly for a long time. I just wish they wouldn't have been so blind and opened up their eyes earlier to all the signs that indicated there was deception there, so that we wouldn't have had to suffer as much.


"And it's not only us," he added, "he's ruined a lot of people's lives."


Armstrong was believed to have left for Hawaii. The street outside his Spanish-style villa on Austin's west side was quiet the day after international TV crews gathered there hoping to catch a glimpse of him. Meanwhile, members of his legal team mapped out a strategy on how to handle at least two pending lawsuits against Armstrong, and possibly a third.


Former teammate Floyd Landis, who was stripped of the 2006 Tour de France title for doping, alleges in one of the lawsuits that Armstrong defrauded the U.S. government by repeatedly denying he used performance-enhancing drugs. The False Claims Act lawsuit could require Armstrong to return substantial sponsorship fees and pay a hefty fine. The AP reported earlier Tuesday that Justice Department officials were likely to join the whistleblower lawsuit before a Thursday deadline.

Warp Speed: What Hyperspace Would Really Look Like






The science fiction vision of stars flashing by as streaks when spaceships travel faster than light isn’t what the scene would actually look like, a team of physics students says.


Instead, the view out the windows of a vehicle traveling through hyperspace would be more like a centralized bright glow, calculations show.






The finding contradicts the familiar images of stretched out starlight streaking past the windows of the Millennium Falcon in “Star Wars” and the Starship Enterprise in “Star Trek.” In those films and television series, as spaceships engage warp drive or hyperdrive and approach the speed of light, stars morph from points of light to long streaks that stretch out past the ship.


But passengers on the Millennium Falcon or the Enterprise actually wouldn’t be able to see stars at all when traveling that fast, found a group of physics Masters students at England’s University of Leicester. Rather, a phenomenon called the Doppler Effect, which affects the wavelength of radiation from moving sources, would cause stars’ light to shift out of the visible spectrum and into the X-ray range, where human eyes wouldn’t be able to see it, the students found. “The resultant effects we worked out were based on Einstein’s theory of Special Relativity, so while we may not be used to them in our daily lives, Han Solo and his crew should certainly understand its implications,” Leicester student Joshua Argyle said in a statement.


The Doppler Effect is the reason why an ambulance’s siren sounds higher pitched when it’s coming at you compared to when it’s moving away — the sound’s frequency becomes higher, making its wavelength longer, and changing its pitch.


The same thing would happen to the light of stars when a spaceship began to move toward them at significant speed. And other light, such as the pervasive glow of the universe called the cosmic microwave background radiation, which is left over from the Big Bang, would be shifted out of the microwave range and into the visible spectrum, the students found.


“If the Millennium Falcon existed and really could travel that fast, sunglasses would certainly be advisable,” said research team member Riley Connors. “On top of this, the ship would need something to protect the crew from harmful X-ray radiation.”


The increased X-ray radiation from shifted starlight would even push back on a spaceship traveling in hyperdrive, the team found, slowing down the vehicle with a pressure similar to the force felt at the bottom of the Pacific Ocean. In fact, such a spacecraft would need to carry extra energy reserves to counter this pressure and press ahead.


Whether the scientific reality of these effects will be taken into consideration on future Star Wars films is still an open question.


“Perhaps Disney should take the physical implications of such high speed travel into account in their forthcoming films,” said team member Katie Dexter.


Connors, Dexter, Argyle, and fourth team member Cameron Scoular published their findings in this year’s issue of the University of Leicester’s Journal of Physics Special Topics.

(CNN) -- CNN asked for views on whether disgraced cyclist Lance Armstrong deserves another chance in light of his apologies to his charity, Livestrong, and his soon-to-be-aired interview with Oprah Winfrey, in which it's widely reported he admitted he used performance-enhancing drugs. Armstrong is banned from professional cycling for life and was stripped of his seven Tour de France titles.

I was at the Champs-Elysees finish line on July 27, 1986, when the bike of Greg LeMond whizzed by, making him the first American to win the Tour de France. It was a monumental achievement: 210 cyclists, 23 grueling days, long and winding roads, treacherously steep hills.

Equally hard had to be the abuse LeMond endured in retirement after publicly decrying the sport's hypocrisies and daring to suggest that seven-time winner Lance Armstrong, the All-American boy himself, had not been on the up-and-up. Vilified and disdained, LeMond was treated like a tobacco company's insider who blew the whistle on the industry's methods or like Carl Lewis speculating that his rival Ben Johnson had not won foot races fairly and squarely. As if he had an ax to grind.


I haven't a smidgen of sympathy for Armstrong now that he is exposed for the dope-pedaler -- that's pedal, not peddle -- he truly was. He played the Jean Valjean part of the persecuted man for every franc that it was worth. Let us resist the magnanimous gesture to forgive, forget and give Lance a second (eighth?) chance. He was caught, unlike certain baseball players who have been merely suspected or accused, and has, evidently, confessed. Seven strikes and you're out.


Professional athletes do exist who 'fess up, serve a suspension, then are welcomed back. They, as with the ballplayers, did disgrace their life's work, yet none single-handedly won their sport's championship with their chicanery. None stood apart as Armstrong did and hogged credit for being a champion, a hero. None won a championship by compelling teammates to also cheat, at risk of being shunned, smeared or dropped from the team.


I say we say goodbye for good to Monsieur Armstrong, farewell, adieu. Off to Elba and exile with you, you rogue. Vive LeMond.

The important ethical question isn't whether Lance deserves a second chance. Chance to do what? Cheat in seven more Tours? Lie about it seven more times? Bully seven more teammates into doping? He behaved badly and is rightly censured.

But that should be the beginning, not the end, of this disheartening story. There's a lot more blame to go around. Cycling's governing bodies also have an ethical duty, and that's to provide a setting in which honest athletes can participate.


If many cycling fans are right, most of the top riders engaged in doping. You simply can't compete against them without doing the same. What was Lance to do? Quit the sport? And who inherits his Tour titles? Some other cheat?


It would be thrilling if one by one, they declined in a Spartacus moment -- an honest, I-am-drugged-Spartacus moment. This is a community problem; it demands community solutions. Unless those who run big-time cycling institute real reforms, Lance's fall will be merely a celebrity scandal, and there's little good in that.

Back when I was 8 or 9, my parents took me to my first trip to Disney World. I remember Space Mountain, and I remember Mickey Mouse's enormous head. For some reason, though, what I remember most is a sign posted within the borders of Epcot. It read: If you can dream it, you can do it.


"Dad," I said, "I dream of being 8-feet tall. But that'll never happen ..."


"Well, son ..."

"And, Dad, I dream of being able to fly just like Superman. But that'll never happen ..."

"And Dad, I'd really like to win an Olympic gold medal for my Joanie Cunningham impersonation, but ..."


"Son," my father said, "It's a sign. It's just a damn sign."


Sigh.


Throughout Lance Armstrong's recent fight to prove he hadn't cheated, and throughout the plights of Barry Bonds and Roger Clemens and Mark McGwire and the alleged PED abuses of dozens upon dozens of others, I've often thought about that day at Disney and, specifically, of that sign.


As a boy, it spoke to me as a kid longing for greatness. Maybe, just maybe, I can accomplish anything. Maybe ...


As a sportswriter who has chronicled much of the past two decades, however, it strikes me as foolish nonsense. As Armstrong's recent admission shows, the words must be altered to -- if you can dream it, you can do it -- as long as you leave your ethics at the door and cheat your ass off and don't mind throwing your supporters under a bus.

That, now, is the sad, pathetic legacy of men such as Armstrong and Bonds. Once upon a time, they dreamed of doing wonderful things: Of hitting baseballs 500 miles; of speeding down the largest mountains; of being special. Then, however, they learned (as we all do) that we are bound by the confines of humanity. Within the rules and regulations, there is only so strong. There is only so fast. There is only so big. Hence, one can either accept his lot in life and put out the best possible effort, or he can cheat and lie and enjoy the temporary fruits while trying to avoid the inevitable plummet.


Do I think he should be allowed to race again? No. Lance Armstrong racing again is not truly an option anyway -- he's almost 42.


Just the same, I am thrilled that he has -- at long last -- begun to come clean. There are lessons to be learned here, beyond those pertaining to cycling. And day's end, when the cheering has stopped, there is something to be said for trying your best, even if your best doesn't result in triumph.


There is empowerment in knowing you gave your all. There is satisfaction in achieving your own PR. There is the sense of community and camaraderie that comes in the aftermath of a sporting event. Cold beers, casual conversation, sore muscles -- bliss.


Armstrong and Bonds forgot that long ago. For them, it was all -- and only --about winning. They got lost in a corrupt world of enhancers and boosters and had their heads turned by the fame and accolades and money.


Now, though, they are outcasts. They are the tombstones of long-ago dreams.

Lance knows that a quick mea culpa is not enough -- otherwise, he would have admitted to doping long ago. Instead, he made a calculated gamble that he could preserve his reputation and brand by lying, defrauding corporate sponsors, impugning the authorities pursuing him and actively slandering and suing honest whistle-blowers who stood in his way.

That bet has not paid off.


Like a convenience store robbery that goes wrong and leads to a hostage-taking and a high-speed chase, Lance's doping is by far the least of his transgressions. A highly calculated confession about the doping still looks like Lance gambling to advance his interests. Former fans will need contrition and a sense that he genuinely regrets the gamble. Those he slandered and defrauded should demand even more.


Lance cannot get another chance as an athlete at this point. That would make a mockery of all sporting rules and their enforcement. When you've been that blatantly dishonest, it won't be easy to convince people to trust you again.

What Lance has, the U.S. Anti-Doping Agency wants, and Lance is not going to give it to them unless he gets his (athletic) life back. USADA knows that Lance stands at the nexus of two distinct cultures, two completely different mindsets: The ideals and dreams of Olympic sport and the harsh, ratings-driven business of the professional game.

They view this conquest of Lance as their great chance to have the Olympic vision triumph over the cynicism of the pros. But they need his cooperation to win.


Despite the admitting of pros into the Olympic Games, in truth, the two cultures do not mesh. Pro sports are businesses where talent, ratings and the subsequent cash flows from them, must be protected just as in any other entertainment business.


USADA needs to understand how the professional mentality has "infected" the Olympic movement, and Lance is the key. Was he protected by the International Cycling Union? Was the Tour de France involved? Did it go even higher that that?


USADA makes deals. If Lance can provide them with information on the underground system that fuels athletes worldwide, and explain, for example, how of the 6,000 drugs tests given at the London Games, only one came back positive, allowing him to participate in some triathlons seems a very small price to pay.


Cycling analyst John Eustice was one of the pioneer Americans to break into the world of European pro cycling. He co-founded and captained the first American team to race in the Tour of Italy, and is a two-time United States Professional Champion.

The report that Lance Armstrong choked up during his apology to Livestrong Foundation employees earlier this week would seem to mark an abrupt departure from the cold, calculating and manipulative personality he has displayed throughout his celebrated athletic career.


Having closely followed the Armstrong saga as a doping researcher, I have come to doubt whether this is man is capable of genuine contrition. One can only imagine the apologetic telephone calls he has been making to the former teammates and other victims he persecuted, threatened, bullied and slandered over so many years.

Is it really possible to acquire a conscience overnight? Can a person who has long-demonstrated reckless self-assertion, a lack of empathy, coldheartedness, egocentricity, superficial charm and irresponsibility suddenly repent after months of hostile intransigence?


One is tempted to say no, since this ensemble of traits bears a disturbing similarity to the psychopathic personality. Let us hope that Armstrong is capable of leaving his old self behind and building a healthier personal identity.


Any lifting of his lifetime ban from officially recognized competitions should be made contingent on his absolute and total cooperation with the United States Anti-Doping Agency and the World Anti-Doping Agency. Armstrong must demonstrate some good faith by revealing everything he knows about the illicit trade in doping drugs as well as the cynical and opportunistic doctors who have profited from these corrupt arrangements.

After years of adamant denials and protestations of his innocence, Lance Armstrong has reportedly come forward to admit his use of prohibited performance enhancing drugs. If Armstrong is sincerely contrite and forthright in his apology, most people, including myself, will forgive him for his use of prohibited drugs.

He cheated in a sport known for its widespread cheating; that doesn't justify his use but it does put his actions into an understandable context that makes it easier to excuse the use. Further, if Armstrong cooperates with the U.S. Anti-Doping Agency, his lifetime ban from cycling ought to be reduced to something more reasonable.


The more troubling aspects of the Armstrong case are the allegations that he harassed and intimidated team members and potential whistle-blowers. Violating the arbitrary rules of a sport shows a character flaw and poor judgment, but it is hard to see who else is truly harmed by such actions. But to threaten, intimidate and coerce others (either to use performance enhancing drugs themselves or to cover up his team's use) causes real harm.


Even if only some of these reports are accurate, Armstrong will have to do more than sit on Oprah's couch to earn forgiveness.  Shawn Klein teaches at the Department of Philosophy and Center for Ethics and Entrepreneurship at Rockford College in Illinois and writes the Sportsethicist blog.

Japanese airlines ground Boeing 787s after emergency landing










TOKYO (Reuters) - Japan's two leading airlines grounded their fleets of Boeing 787s on Wednesday after one of the Dreamliner passenger jets made an emergency landing, the latest in a series of incidents to heighten safety concerns over a plane many see as the future of commercial aviation.

All Nippon Airways Co said instruments aboard a domestic flight indicated a battery error, triggering emergency warnings to the pilots. Shigeru Takano, a senior safety official at the Civil Aviation Bureau, said a second warning light indicated smoke.

Wednesday's incident, described by a transport ministry official as "highly serious" - language used in international safety circles as indicating there could have been an accident - is the latest in a line of mishaps - fuel leaks, a battery fire, wiring problem, brake computer glitch and cracked cockpit window - to hit the world's first mainly carbon-composite airliner in recent days.

"I think you're nearing the tipping point where they need to regard this as a serious crisis," said Richard Aboulafia, a senior analyst with the Teal Group in Fairfax, Virginia. "This is going to change people's perception of the aircraft if they don't act quickly."

ANA, which said the battery in the forward cargo hold was the same lithium-ion type as one involved in a fire on another Dreamliner at a U.S. airport last week, grounded all 17 of its 787s, and Japan Airlines Co suspended its 787 flights scheduled for Wednesday and Thursday.

The two airlines, which operate around half of the 50 Dreamliners delivered to date, said they would decide on Thursday whether to resume Dreamliner flights the following day.

COMPREHENSIVE REVIEW

The 787, which has a list price of $207 million, represents a leap in the way planes are designed and built, but the project has been plagued by cost overruns and years of delays. Some have suggested Boeing's rush to get planes built after those delays resulted in the recent problems, a charge the company strenuously denies.

Both the U.S. Federal Aviation Administration (FAA) and the National Transportation Safety Board (NTSB) said they were monitoring the latest incident as part of a comprehensive review of the Dreamliner announced late last week.

ALARM TRIGGERED

ANA flight 692 left Yamaguchi in western Japan shortly after 8 a.m. local time (2300 GMT Tuesday) bound for Haneda Airport near Tokyo, a 65-minute flight. About 18 minutes into the flight, the plane descended and made an emergency landing 16 minutes later, according to flight-tracking website Flightaware.com.

A spokesman for Osaka airport authority said the plane landed at Takamatsu at 8:45 a.m. All 129 passengers and eight crew evacuated via the plane's inflatable chutes. Chief Cabinet Secretary Yoshihide Suga said five people were slightly injured.

At a news conference - where ANA's vice-president Osamu Shinobe bowed deeply in apology - the carrier said a battery in the forward cargo hold triggered emergency warnings to the pilots, who decided on the emergency action. "There was a battery alert in the cockpit and there was an odd smell detected in the cockpit and cabin, and (the pilot) decided to make an emergency landing," Shinobe said.

In a statement later, ANA said the main battery in the forward electrical equipment bay was discolored and there were signs of leakage.

Passengers leaving the flight told local TV there was an odor like burning plastic on the plane as soon as it took off. "There was a bad smell as soon as we started and before we made the emergency landing there was an announcement and the stewardess' voice was shaking, so I thought this was serious," one passenger told TBS TV.

Another man told a local broadcaster: "There was a strong, burning smell, but the smoke appeared after they opened the emergency doors, after we landed."

Marc Birtel, a Boeing spokesman, told Reuters: "We've seen the reports, we're aware of the events and are working with our customer."

Robert Stallard, analyst at RBC Capital Markets, said lost revenue at the Japanese airlines could prompt compensation from Boeing. "What started as a series of relatively minor, isolated incidents now threatens to overhang Boeing until it can return confidence, and this looks to be a near-term challenge given the media's draw to all things 787," he said.

Israeli left seeks to regain appeal with focus on economy


JERUSALEM (Reuters) - In decline since the peace it sought with the Palestinians unraveled into violence, Israel's Labour Party looks set to regain some lost ground in next week's election after waging an economy-focused campaign.


Opinion polls forecast an easy victory for conservative Prime Minister Benjamin Netanyahu in Tuesday's vote, which may push Israel further to the right, if as widely expected, he then enlists pro-settler and religious allies to his coalition.


But center-left Labour, bolstered by public discontent with high living costs and the flagging political fortunes of the once-governing centrist Kadima party, seems poised for its strongest parliamentary showing in years.


Netanyahu has made Israel's security the main campaign issue of his right-wing Likud party, fielding a joint list of candidates with the ultranationalist Yisrael Beitenu party.


He has cited Iran's nuclear ambitions, civil war in Syria and a new Islamist government in Egypt as reasons why, as Likud's campaign posters say, Israel needs a "strong" leader.


While Netanyahu plays his security card, a revamped Labour Party is using economic and social issues to try to claw its way back, focusing on Israeli concerns about rising living costs.


Opinion polls forecast a respectable second-place finish for the center-left party, now focused on pocketbook rather than peace issues, with talks on Palestinian statehood frozen since 2010 in a dispute over Israel's settlement-building policies.


Abraham Diskin, a political scientist at Jerusalem's Hebrew University, said Labour was also benefiting from a steep decline in support for Kadima, which won the most assembly seats at the last election in 2009, but failed to retain power.


Kadima was outmaneuvered by Netanyahu, who became prime minister after drawing a clutch of right-wing and religious parties into a coalition with a big parliamentary majority.


Diskin attributed much of Kadima's election success in 2009 to former Labour voters. "They are now returning to the Labour Party," he said.


Some opinion polls predict that Kadima, now led by Shaul Mofaz, a dour ex-defense minister, will win no seats next week.


The party, a relative newcomer to politics and lacking a historical power base, was founded in 2005 by then-Prime Minister Ariel Sharon, who quit the Likud after a rebellion in its ranks over Israel's unilateral pullout from Gaza that year.


DOMINATION


Labour, now led by a former journalist, Shelly Yachimovich, dominated the first three decades of Israel's statehood and forged interim peace deals with the Palestinians in the 1990s.


But an ultranationalist assassin killed its leader, Prime Minister Yitzhak Rabin, in 1995, Netanyahu won an election the following year after Palestinian suicide bombings, and a Labour return to power in 1999 was cut short when Ehud Barak failed to clinch a final peace accord and a Palestinian uprising erupted.


"Over years, the left was challenged by realities, not only by right-wing Israeli forces but by Middle East realities, and it never rose to the challenge," said political commentator Ari Shavit, who writes for the left-wing Haaretz daily.


"It is perceived by most Israelis as being totally irrelevant," he told Reuters.


However, unprecedented social protests in Israel in mid-2011 when hundreds of thousands took to the streets angered by high housing costs and soaring prices, gave Labour an opportunity.


Its election campaign has homed in on a struggling middle class. Under a photo of Yachimovich and the slogan "It can be better here", the party's website features a link to an economic plan it promises will narrow the gap between rich and poor.


It proposes higher taxes for the rich and for corporations and faster construction of affordable public housing.


Opinion polls show Labour taking up to 20 of parliament's 120 seats compared with about 34 for Likud-Yisrael Beiteinu. Labour won just 13 in 2009, a tally reduced to eight when Barak, now defense minister, and four others left the party in 2011.


DEFICIT


Labour latched onto some bad financial news on Monday to contest Netanyahu's claim to be a skilful economic manager.


"Tell me how much longer he can keep calling himself Mr Economy," Yachimovich said after figures showed Israel's budget deficit had risen to 4.2 percent of gross domestic product last year, double the original estimate.


Labour candidate Erel Margalit, referring to Israel's high-tech prowess, also hammered home the economic message, saying: "Netanyahu turned the start-up nation into a stagnant nation."


Unlike other center-left leaders, Yachimovich has pledged not to join a Netanyahu-led coalition.


Factions to Netanyahu's left also include two new centrist parties - Hatnua, led by Tzipi Livni, a former foreign minister and ex-Kadima chief, and Yesh Atid, headed by TV talk show host Yair Lapid.


Opinion polls predict eight seats for Hatnua and 11 for Yesh Atid. Livni's attempts to entice Yachimovich and Yesh Atid into a center-left alliance failed, perhaps due to clashing egos.


Taking his own swipe at Netanyahu's economic policies, Lapid provided a bright moment in a generally lackluster campaign when he publicly drew a red line through a cartoon depiction of a bomb listing price rises that have hit the middle class.


The stunt mimicked Netanyahu's own sketching of a red line through a cartoon bomb at the United Nations in September, when he said Iran was moving closer to a nuclear weapons capability.


While Labour, Yesh Atid and Hatnua compete for the political center, the small Meretz party carries a torch for the left.


"We're not ashamed, we are a left-wing social democratic party, we are proud to be called left-wing," Nitzan Horowitz, a Meretz legislator, told Reuters.


The party, led by Zahava Gal-On, has three parliamentary seats and opinion polls show it may double that total next week.


Horowitz outlined the "three pillars" of Meretz's platform as separating religion and state, ensuring social justice and promoting peace between Israel and its Arab neighbors.


Meretz opposes settlement activity and says Israel should immediately recognize a Palestinian state along the lines that existed before the Jewish state captured the West Bank, the Gaza Strip and east Jerusalem in the 1967 Middle East war.

Stock index futures signal lower open

PARIS (Reuters) - Stock index futures pointed to a slightly lower open on Wall Street on Tuesday, with futures for the S&P 500 down 0.04 percent and Nasdaq 100 futures down 0.17 percent at 4.55 a.m. ET.


World shares stalled near 18-month highs and safe-haven Treasuries traded higher on Tuesday after U.S. Federal Reserve Chairman Ben Bernanke warned the economic recovery was at risk from the battle to raise the nation's borrowing limit.


Data showing the German economy contracted by a larger-than-expected 0.5 percent in the final quarter of 2012, as the euro zone crisis weighed on exports and corporate investment, also weighed on sentiment on Tuesday morning.


Federal Reserve Chairman Ben Bernanke on Monday urged U.S. lawmakers to lift the country's borrowing limit to avoid a potentially disastrous debt default, warning that the economy was still at risk from political gridlock over the deficit.


In a wide-ranging question and answer session, Bernanke painted a cautiously optimistic outlook for U.S. growth but gave no clear hints as to when the Fed would curb its aggressive bond purchases, despite speculation that it will halt them this year.


President Barack Obama on Monday rejected any negotiations with Republicans over raising the U.S. borrowing limit, accusing his opponents of trying to extract a ransom for not ruining the economy in the latest fiscal fight.


The United States expects to run out of tools to avoid a default between mid-February and early March, potentially causing lasting damage to the U.S. economy and its creditworthiness, the Treasury said on Monday.


U.S. banking regulators on Monday ordered JPMorgan Chase & Co to tighten its risk controls after the bank lost billions of dollars due to bad bets from a trader known as the "London Whale".


U.S. cable group Liberty Global raised its stake in Belgian group Telenet to 58 percent from 50.2 percent. Liberty is seeking to strengthen its grip on Telenet, which is benefiting from expansion across a range of telecom services. Liberty has been the controlling shareholder in the company since 2007.


RadioShack Corp said on Monday it ended a mobile phone partnership with Target Corp as the retailers could not agree on a new deal that would be profitable for both companies.


The S&P 500 and Nasdaq ended lower on Monday as worries over demand for Apple products drove down its shares and investors braced for earnings disappointments.


The Dow Jones industrial average <.dji> was up 18.89 points, or 0.14 percent, at 13,507.32. The Standard & Poor's 500 Index <.spx> was down 1.37 points, or 0.09 percent, at 1,470.68. The Nasdaq Composite Index <.ixic> was down 8.13 points, or 0.26 percent, at 3,117.50.

AP source: Lance Armstrong tells Winfrey he doped


AUSTIN, Texas (AP) — Lance Armstrong has finally come clean.


After years of bitter and forceful denials, he offered a simple "I'm sorry" to friends and colleagues and then admitted he used performance-enhancing drugs during an extraordinary cycling career that included seven Tour de France victories.


Armstrong confessed to doping during an interview with Oprah Winfrey taped Monday, just a couple of hours after an emotional apology to the staff at the Livestrong charity he founded and was later forced to surrender, a person familiar with the situation told The Associated Press. The person spoke on condition of anonymity because the interview is to be broadcast Thursday on Winfrey's network.


The confession was a stunning reversal for the proud athlete and celebrity who sought lavish praise in the court of public opinion and used courtrooms to punish his critics.


For more than a decade, Armstrong dared anybody who challenged his version of events to prove it. Finally, he told the tale himself after promising over the weekend to answer Winfrey's questions "directly, honestly and candidly."


Winfrey was scheduled to appear on "CBS This Morning" on Tuesday morning to discuss the interview. She tweeted shortly after the interview: "Just wrapped with (at)lancearmstrong More than 2 1/2 hours. He came READY!"


The cyclist was stripped of his Tour de France titles, lost most of his endorsements and was forced to leave Livestrong last year after the U.S. Anti-Doping Agency issued a damning, 1,000-page report that accused him of masterminding a long-running doping scheme.


Armstrong started the day with a visit to the headquarters of the Livestrong charity he founded in 1997 and turned into a global force on the strength of his athletic dominance and personal story of surviving testicular cancer that had spread to his lungs and brain.


About 100 Livestrong staff members gathered in a conference room as Armstrong told them "I'm sorry." He choked up during a 20-minute talk, expressing regret for the long-running controversy tied to performance-enhancers had caused, but stopped short of admitting he used them.


Before he was done, several members were in tears when he urged them to continue the charity's mission, helping cancer patients and their families.


"Heartfelt and sincere," is how Livestrong spokeswoman Katherine McLane described his speech.


Armstrong later huddled with almost a dozen people before stepping into a room set up at a downtown Austin hotel for the interview with Winfrey. The group included close friends and lawyers. They exchanged handshakes and smiles, but declined comment and no further details about the interview were released because of confidentiality agreements signed by both camps.


Winfrey has promoted her interview, one of the biggest for OWN since she launched the network in 2011, as a "no-holds barred" session, and after the voluminous USADA report — which included testimony from 11 former teammates — she had plenty of material for questions. USADA chief executive Travis Tygart, a longtime critic of Armstrong's, called the drug regimen practiced while Armstrong led the U.S. Postal Service team "the most sophisticated, professionalized and successful doping program that sport has ever seen."


USADA did not respond to requests for comment about Armstrong's confession.


Hein Verbruggen, the former president of the International Cycling Union, said Tuesday he wasn't ready to speak about the confession.


"I haven't seen the interview. It's all guessing," Verbruggen told the AP. "After that, we have an independent commission which I am very confident will find out the truth of these things."


For years, Armstrong went after his critics ruthlessly during his reign as cycling champion. He scolded some in public and didn't hesitate to punish outspoken riders during the race itself. He waged legal battles against still others in court.


At least one of his opponents, the London-based Sunday Times, has already filed a lawsuit to recover about $500,000 it paid him to settle a libel case, and Dallas-based SCA Promotions, which tried to deny Armstrong a promised bonus for a Tour de France win, has threatened to bring another lawsuit seeking to recover more than $7.5 million awarded by an arbitration panel.


In Australia, the government of South Australia state said Tuesday it will seek the repayment of several million dollars in appearance fees paid to Armstrong for competing in the Tour Down Under in 2009, 2010 and 2011.


"We'd be more than happy for Mr. Armstrong to make any repayment of monies to us," South Australia Premier Jay Weatherill said.


Betsy Andreu, the wife of former Armstrong teammate Frankie Andreu, was one of the first to publicly accuse Armstrong of using performance-enhancing drugs. She called news of Armstrong's confession "very emotional and very sad," and choked up when asked to comment.


"He used to be one of my husband's best friends and because he wouldn't go along with the doping, he got kicked to the side," she said. "Lance could have a positive impact if he tells the truth on everything. He's got to be completely honest."


Betsy Andreu testified in SCA's arbitration case challenging the bonus in 2005, saying Armstrong admitted in an Indiana hospital room in 1996 that he had taken many performance-enhancing drugs, a claim Armstrong vehemently denied.


"It would be nice if he would come out and say the hospital room happened," Andreu said. "That's where it all started."


Former teammate Floyd Landis, who was stripped of the 2006 Tour de France title for doping, has filed a federal whistle-blower lawsuit that accused Armstrong of defrauding the U.S. Postal Service. An attorney familiar with Armstrong's legal problems told the AP that the Justice Department is highly likely to join the lawsuit. The False Claims Act lawsuit could result in Armstrong paying a substantial amount of money to the U.S. government. The deadline for the department to join the case is Thursday, though the department could seek an extension if necessary.


According to the attorney, who works outside the government, the lawsuit alleges that Armstrong defrauded the U.S. government based on his years of denying use of performance-enhancing drugs. The attorney spoke on condition of anonymity because the source was not authorized to speak on the record about the matter.


The lawsuit most likely to be influenced by a confession might be the Sunday Times case. Potential perjury charges stemming from Armstrong's sworn testimony in the 2005 arbitration fight would not apply because of the statute of limitations. Armstrong was not deposed during the federal investigation that was closed last year.


Armstrong is said to be worth around $100 million. But most sponsors dropped him after USADA's scathing report — at the cost of tens of millions of dollars — and soon after, he left the board of Livestrong.


After the USADA findings, he was also barred from competing in the elite triathlon or running events he participated in after his cycling career. World Anti-Doping Code rules state his lifetime ban cannot be reduced to less than eight years. WADA and U.S. Anti-Doping officials could agree to reduce the ban further depending on what information Armstrong provides and his level of cooperation.

NYC Museum Debuts New Shuttle Enterprise Exhibit Thursday






NEW YORK — A new museum exhibit that reveals the history of NASA‘s original space shuttle is opening in New York City this week, just as the prototype orbiter is being put under cover.


The exhibit “Space Shuttle Enterprise: A Pioneer,” which explores the history of Enterprise and its role in NASA’s development of the space shuttle, will debut to the public on Thursday (Jan. 17) at the Intrepid Sea, Air and Space Museum in Manhattan.






The temporary display is hosted on the hangar deck of the converted U.S.S. Intrepid, a World War II aircraft carrier. The exhibit celebrates the people, the pilots and engineers who contributed to the orbiter’s story, as well as made the technological innovations that helped to make Enterprise an icon of the space program.


The icon itself, the Enterprise, is mounted on the Intrepid’s flight deck. The retired prototype orbiter, which never flew in space but was used for a series of critical approach and landing tests in the 1970s, entered the Intrepid’s collection in July 2012. In October, Hurricane Sandy left the shuttle with minor damage and destroyed its display pavilion.


Scaffolding has now been raised around Enterprise and a protective cover will be placed over the orbiter this week. The Intrepid is planning to reopen its shuttle pavilion in the spring.

“While the shuttle itself is not on display, we really want to give the public what they want and what they appear to want is really interesting stories about the shuttle and new elements as well,” Elaine Charnov, Intrepid museum‘s vice president for exhibits, told collectSPACE.com in an interview.


From the cockpit to the cafeteria


“Space Shuttle Enterprise: A Pioneer” introduces visitors to the Enterprise with artifacts from its era — including wind tunnel test models and examples of where Enterprise crossed into pop culture — as well as archival images and video clips to illustrate the history and significance of the prototype orbiter.


“One of the highlights is the cockpit instrumentation panel, which gives the public a much richer and deeper sense of what the instrumentation looks like and how large that area was [on Enterprise],” Charnov said. “How remarkable it was that these instruments really helped facilitate so many pioneering space efforts.”


The display, which is built into a full scale replica of the forward instrument panel from inside the shuttle’s flight deck, provides an answer to one of the popular questions visitors have been asking since Enterprise first arrived on display at the Intrepid.


“We get a lot of questions from people, ‘How can we see the cockpit?’” explained Eric Boehm, the Intrepid‘s curator of aviation and aircraft restoration. “Future plans include a much more enhanced version of this but in the short term we are getting these instruments on display as soon as possible.” [Space Shuttle Enterprise NYC Exhibit (Video)]


Enterprise arrived in New York City with its cockpit mostly bare. The instrumentation going on display was obtained by the Intrepid through a government surplus sale.


“They could have flown on Enterprise but they may have been repurposed for a simulator at one time,” Boehm said. “There are some tags on them that date them back to that era, but the way that NASA worked, they repurposed stuff all the time.”


“We’re not going to sell [the display] as actual Enterprise instruments, but boy, it is highly likely that these came off Enterprise,” he added.


On the subject of selling, another area of the exhibit picks up where the original pavilion’s displays left off: the space shuttle Enterprise’s crossover into pop culture.


“Expanding what was presented in the original pavilion, we now have a chance to show some of the actual elements,” Charnov said. “It includes a 1977 Enterprise lunchbox and thermos. Who wouldn’t want to have that as a collectible?”


Other artifacts on display include model kits, print ads that incorporated imagery of Enterprise, and the White House briefing document that led to the prototype shuttle being renamed after the starship from “Star Trek” rather than the U.S.S. Constitution, as NASA originally planned.


“[The new exhibit] really illustrates how deeply woven the Enterprise and the shuttle’s story was into daily life and how it was reflected in so many aspects of our consumer culture,” said Charnov.


Intrepid and Enterprise: Truly connected


One other area of the 1,500 square-foot exhibition features artifacts from a pilot who shares connections with both the Intrepid and the Enterprise: Richard “Dick” Truly.


“There is a whole case devoted to Dick Truly,” Boehm told collectSPACE.com . “Dick Truly has a very special meaning for us because he was assigned to Intrepid as a young naval aviator in the early 1960s. He has over 100 ‘traps’ here on our flight deck.”


One of the four NASA astronauts who flew Enterprise’s approach and landing tests in 1977, Truly’s initial tour of duty as a naval aviator was flying F-8 Crusaders aboard the U.S.S. Intrepid and the U.S.S. Enterprise. He made over 300 carrier landings, flew the shuttle Enterprise three times (twice in free flight), and then flew twice into space on the shuttles Columbia and Challenger.


“Space Shuttle Enterprise: A Pioneer” displays the helmet and NASA flight jacket from Truly’s collection.


“He has been donating stuff to us over the past several years and now it is all coming together,” Boehm said.


The exhibition is free, included with the price of admission to the Intrepid. The museum is currently offering a “Gift of Intrepid” buy one, get one free admission ticket promotion to its Facebook and Twitter followers through Feb. 15.
